Minister of Agriculture, Land Reform & Rural Development
Mr Mzwanele Nyhontso was appointed as Minister of Land Reform and Rural Development from 3 July 2024.
Nyhontso was re-elected as PAC leader in September 2019.
In May 2019, Nyhontso was elected to the National Assembly as the PAC’s only MP.
In December 2018, Nyhontso was elected leader of the Pan Africanist Congress of Azania.
Deputy Minister Of Land Reform & Rural Development
Mr Chupu Stanley Mathabatha was appointed as Deputy Minister of Land Reform and Rural Development from 3 July 2024.
Mr Chupu Stanley Mathabatha was the Premier of Limpopo Province from 18 July 2013 to June 2024.
He was also the Provincial Chairperson of the African National Congress (ANC) in Limpopo Province.
Academic Qualifications
Mr Mathabatha has a BA Degree from the University of the Western Cape and a Masters Degree in Development (MDev) from the Graduate School of Leadership, University of Limpopo.
He obtained an Executive Management Development Programme at Harvard University (USA) in 2003.
Career/Positions/Memberships/Other Activities
He joined politics at a tender age and became a member of the ANC liberation army Umkhonto we Sizwe (MK) in 1977 at the age of 20 after the Soweto 1976 Uprising and the same year that his revered comrade, Peter Mokaba was detained under the then draconian Terrorism Act.
Mr Mathabatha, a renowned MK cadre in the Motetema area under violent conditions precipitated mainly by the presence of the local police training academy.
In the 80’s, Stan Mathabatha rose to become a prominent leader of the then United Democratic Front (UDF) and later He was part of the advanced youth detachment commonly known as the Young Lions of the North, the most revered, admired and feared by all and sundry. After the unbanning of political parties in 1990, Mathabatha became one of the key activists to rebuild the structure of the ANC internally and the Treasurer of the Northern Transvaal Region of the ANC in 1992. He has since served the ANC in various capacities in Limpopo.
Post the 1994 breakthrough, Mathabatha played a pivotal role in the consolidation and transformation of the then Bantustans administrations of Lebowa, Venda and Gazankulu and the Transvaal Provincial Administration (TPA) into the Northern Province Provincial Administration and later Limpopo.
Mr Chupu Stanley Mathabatha is not only a liberation army soldier and political guru, but also a seasoned administrator. He has over time perfected the art of public administration and evolved into a propeller for change in the developmental space and enterprise development in particular. Prior to his appointment as Chief Operations Officer of LimDev in March 2003, Stan Mathabatha was the General Manager of the SMME Directorate in the Provincial Department of Finance and Economic Development in Limpopo and has also worked as the technical advisor to the then MEC of Finance and Economic Development in 1994.
He was appointed the Managing Director of LimDev in 2005 to 2010 and left to become an Ambassador Extraordinary and Pleanipotentiary of the RSA in Ukraine (non-resident Ambassador in Armenia, Georgia, Moldova) in 2012.
Acting Valuer-General
Motlatso Maloka started working as a Candidate Valuer in 1995 at the City of Johannesburg, and was later promoted to the position of Manager in Valuations, which coincided with the promulgation of the Municipal Rates Act. She worked for CoJ for 17 years.
She then joined the then Department of Rural Development and Land Reform as a Director in 2012 at the time when the Property Valuation Act was enacted and promulgated to effect the establishment of the Office of the Valuer-General. She was then transferred to the OVG as a Senior Manager to assist with the establishment of the entity. She was subsequently appointed into an acting role of the Acting Valuer-General in 2019.
Motlatso Maloka is a Professional Registered Valuer with the SACPVP. She is also a member of the South African Institute of Valuations (SAIV) wherein she has served as a Committee Member from 2011 to date. Motlatso holds a National Diploma in real Estate from Unisa (University of South Africa) and a BSc[Hons] in Real Estate from UCEM (University College of Estate Management).
Ms. Maloka is currently studying MBA at Henley Business School.
Senior Manager – Internal Audit
Nophiwe Pangwa is a Certified Internal Auditor (CIA) with an extensive experience in the public sector and over 15 years of experience in internal auditing.
She has a Bachelor of Commerce (BCom) in Accounting from the University of Transkei, also known as Walter Sisulu, a BCom Hons from Unisa, a Management Advance Program from Wits Business School, and an MBL from the Unisa Business School of Leadership.
Ms. Pangwa was an Executive Manager: Internal Audit Support, Risk and Compliance at the City of Ekurhuleni prior to joining the Office of the Valuer-General. She worked at Rand Water for 13 years, serving as a Senior Internal Auditor from 2006 to 2019, a Group Internal Audit Manager, and a Special Auditor for Quality Assurance. She began working as an internal auditor at SARS from 2003 and continued until 2005.
Acting Chief Operating Officer
Thapelo Motsoeneng MCIPS
Thapelo Motsoeneng has been employed in the Public Sector for the past 25 years. He is an experienced professional who has spent the past 18 years in Senior Management and Executive roles in the areas of Operations, Strategy Development and Execution, Programme Management, Supply Chain Management (including Procurement, Strategic Sourcing, Logistics, Asset Management, Facilities Management), Cash Management and Finance.
At the OVG, as the Acting Chief Operating Officer, Mr. Motsoeneng reports directly to the Valuer-General who is the Accounting Authority of the OVG. He is responsible for Operations, Strategy
Development and Execution, Programme Management, Information Communications Technology, Finance, Supply Chain Management, Human Capital Services and Communications.
He is a full member (MCIPS) of the Chartered Institute of Procurement and Supply (CIPS) who holds a Secondary Education Diploma (Cum Laude), a Bachelor of Commerce (Bcom) degree, both from Vista University, a Master of Business Administration (MBA) from the University of the Witwatersrand and a Master of Management in the field of Digital Business (MMDB) at the University of Witwatersrand.
Significant Projects
Tiny Dlamini started her property valuation career in 2003 as a candidate with the City of Johannesburg and later moved on to the National Department of Public Works as a Deputy Director (Valuation services), then The Office of the Valuer-General as a Senior Manager: Valuations.
She is a registered Professional Valuer with the SACPVP and holds a Post Graduate Diploma in Property Development and Management and a National Diploma in Real Estate.
Tumelo Mokale is a Finance professional with over 12 years audit and accounting experience, of which 3 years are at senior management level as a Senior Manager Finance.
He has extensive experience in public sector financial and management accounting, auditing, risk management and compliance. He has a BCom accounting.
Senior Manager: Valuations
Ms. Masape Thomas is a registered Professional Valuer with over 16 years’ experience in valuations, with 7 years in the Public sector and 6 years in the private sector. Furthermore, she has a Post Graduate Diploma in Property Development and Management (WITS). She has an extensive experience in undertaking property valuations of various properties – Commercial, Industrial, Agricultural, Residential and Specialized properties for Land Reform, Disposal and Acquisition purposes.
She is a former member of the Valuation Appeals Board for the Department of Co-Operative Governance focusing on the Johannesburg Local Municipality and Limpopo Municipality in terms of Section 52 of the Municipal Property Rate Act.
Ms Thomas was later appointed as an assessor for the South African Council of Property Valuers Profession’s (SACPVP) Disciplinary Committee in terms of section 28 of the Property Valuers Code of Conduct and the Property Valuers Act 17 of 2014.
She joined the Office of the Valuer-General as a Manager: Valuations where she leads and manages the Valuation Business Unit in accordance with good governance principles; and oversees valuation processes, systems and policies.
Kabelo Moatshe is the Senior Manager responsible for Strategic Planning and Research, Enterprise Risk Management as well as ICT. He holds a Post Graduate qualification in ICT Studies, Internal Audit Technician Certification, and certificates in ICT Internal Audit, Project Management, and Risk Management.
He has an extensive experience spanning over 18 years in the Public Sector, of which 9 are at senior management level in Risk Management and ICT roles. Mr Moatshe has high interest in the pursuit of developing strategies that integrate business and technology.
Refilwe Noge is the Senior Manager Human Capital Services, responsible for the human resource value chain. She possesses Post graduate qualification in Human Resources Management studies.
She is a human resource professional with over 20 years’ extensive experience in the public sector HRM. She is full member of South African Board for People Practice (SABPP), and is currently, a candidate for Master in Commerce at Mancosa.
Tshenolo Masoleng holds post graduate qualifications in Public Management and Business Administration. Tshenolo has extensive experience (over 15 years) in both Public and Private Sector having implemented various process re-engineering projects in Government, Retail, Energy and Minerals sectors.
Tshenolo has been involved in various strategy enablement projects (transversal) that cuts across business processes, people and systems with the responsibility of ensuring projects are implemented in line with a defined project methodology and that all systems projects do undergo the necessary systems development lifecycle.
Malefane Coangae is a Supply Chain Management professional with 21 years’ experience specialising in procurement in the public sector. He went through the ranks at various levels of responsibility in government procurement and has been a Senior Manager in Supply Chain Management specialising in Demand and Acquisition management for a period of six years.
He worked at various government departments and state organs, including Free State Tender Board, Free State Department of Tourism, Environmental and Economic Affairs, Free State Provincial Treasury, Department of Rural Development and Land Reform and later joined the Office of the Valuer General.
